About A. Subba Rao
A. Subba Rao was an Indian politician and leader of Communist Party of India and was born as the son of Dr. A. Krishnayya in October 1919.
A medical practitioner by profession, Dr. Rao entered politics through freedom struggle and participated in the Quit India Movement . He had been arrested and even had to undergo three years rigorous imprisonment in the Alipore jail.
Joining the CPI in 1951, Dr. Rao had been elected also to Rajya Sabha in 1958 and served as a member till April 1964. He was subsequently elected to the 6th KLA from Manjeswar constituency in 1980 as a CPI candidate.
Dr. Rao served as the Minister for Irrigation in the E.K.Nayanar Ministry from 25-1-1980 to 20-10-1981. In the 7th KLA also he was a member representing the Manjeswar constituency.
Dr. Rao played an active role in various fields such as Kisan Sabha, Trade Unions and cultural organisations like “Janatha Ranga Bhoomi”. He represented the linguistic minority in the Calicut University Senate. He was also the President, Manjeswar Co-operative Service Society and Manjeswar Beedi Workers’ Co-operative Society. As one who took keen interest in sports and dramatic society, he was also drawn into progressive movements.

Functions
- To enable students to acquire information, knowledge and skills required for their study programmes.
- To hold books, journals and other learning materials and technology-aided learning mechanisms.
- To look into the matters relating to library such as inviting indents from faculty members for books, journals, and other learning resources including e-resources.
- To advise, develop and monitor policies for the overall development of the library in terms of collection development, processing, storage and retrieval of information.
- To review and recommend for formulation of relevant policies with a particular attention to the collection, budget and distribution of resources among academic divisions and branches.
- To provide facilities for smooth and effective functioning of library like ventilation, seating, power supply, internet.
- To provide service for effective utilization of library resources like library orientation for fresher’s, career guidance for senior students
The library is fully automated with Integrated Library Management Software (ILMS) i.e. Libsoft designed and developed by LIBSOFT Softwares, Trivandrum.
It is an integrated, multi-user, user-friendly Library Management Software Package.
Users can use it with confidence even without special training. It is developed with the help of advice and intellectual input from experts in library profession. Therefore database management and rendering services using it is very user friendly.
All the books are accessioned with barcode stickers for scan during the processes of issue and return to the library for the stake-holders.
INFLIBNET Centre (Information and Library Network Centre) is an autonomous Inter-University Centre of the University Grants Commission (UGC) of India under Ministry of HRD (MHRD) located in Gandhinagar, Gujarat. The centre was initially started as a national project under IUCAA in March, 1991. It became an independent Inter-University Centre in June 1996.
INFLIBNET is involved in modernizing university & college libraries in India and connecting them as well as information centres in the country through a nationwide high speed data network using the state-of-art technologies for the optimum utilization of information. INFLIBNET is set out to be a major player in promoting scholarly communication among academicians and researchers in India.
The N-LIST project of INFLIBNET Centre provides access to e-resources (6,000+ ejournals and 31,35,000+ ebooks) to students, researchers and faculty from colleges. The authorized users from colleges can access e-resources and download articles required by them directly from the publisher's website once they are duly authenticated as authorized users through servers deployed at the INFLIBNET Centre.
Expert Database and National Researcher's Network is the premier data base Of profiles Of scientists / researchers and Other facu Ity members working at leading academic institutions and other R & D organisations involved in teaching and research in India as well as all over the world. It provides important information about expert's background, contact address, experience, scholarly publications, skills and accomplishments, researcher identities, etc. The database developed and maintained by Information and Library Network Centre (INFLIBNET) and financially supported from the National Mission on Education through ICT (NME-ICT). The database would be instrumental in selection of panels of experts for various committees, taskforces, established by the Ministries / Govt. establishments for monitoring and evaluation purposes.
Library Advisory Committee
The Library Advisory Committee has been constituted for advising, developing and monitoring policies for the overall development of the library in terms of collection development, processing, storage and retrieval of information. This advisory committee members will act in three academic years (2022-2023, 2023-2024, and 2024-2025). The committee will meet four times in one academic year.
The committee reviews and recommends for formulation of relevant policies with a particular attention to the collection, budget and distribution of resources among academic divisions and branches. The library committee provides a channel of communication between library, faculty, staff and students, facilitating an academic interaction conducive to enhancement of learning.
The library committee will look into the matters relating to library such as inviting indents from faculty members for books, journals, and other learning resources including e-resources; Facilities provided for smooth and effective functioning of library like ventilation, seating, power supply, internet; and service provided for effective utilization of library resources like library orientation for freshers, career guidance for senior students.
Library committee will work in coordination with all the departments and committees functioning for the academic as well as professional development of students and faculty.
Functions of Library Committee
- Implements Library Management System.
- Providing library search facility i.e OPAC to all students and departments with the aid of internet and intranet.
- To enrich the library by procuring leading national/ international journals.
- To display the renewal dates of all journals and get them renewed in time, to constantly
- Conducting library orientation and information literacy programs for students and faculty members.
- Membership in professional organizations and associations, like INFLIBNET, IITs, Foreign libraries, and industry if possible.
- Weeding out unused and most damaged books.
- Cultivating reading habits among students, faculty and staff members.
- Converting potential users into habitual readers.
- Application of ICT in all areas of library including library automation software.
